The new international port security regulations, the so-called ISPS (International Ship and Port Facility Security) code issued by the International Maritime Organisation (IMO) became effective on 1 July 2004. The regulations aim at increasing maritime safety in ports and onboard ships. The security regulations require enhanced passage control in port areas. Furthermore, security arrangements improve the traffic and occupational safety at ports.
People entering the port area and moving around in it must verify their identity and the reason for being in the area upon request. Any member of the port staff can enquire the identity and reason of the visit from any unknown person who is in the port area or tries to access it and, if necessary, prevent access or ask the person to leave the area.
